EMS Administration

The EMS Director, EMS Operations Manager, and the EMS Training Officer are responsible for oversight of the three main focus areas of EMS. 

The Director leads the organization at an executive level with ultimate responsibility for all aspects of the EMS system with concentration in management and direction of strategic planning, service delivery, budgeting, billing, collections, financial management, corporate compliance, employee and system performance review, and agency relations.  The Director reports to the Vice President of Administration at Carolinas Medical Center-Union.

The Operations Manager is delegated the responsibility of overseeing the day to day operations at a system level, assuring that adequate resources are available to the supervisor and personnel on each shift.  The Operations Manager is responsible for management of EMS facilities and the specification, purchase, and maintenance of EMS vehicles, medical equipment, and supplies.  He assists the Director in developing and managing the expense budgets and actively participates in strategic planning. The Operations Manager oversees all aspects of the EMS operations division and is the direct report for the three shift supervisors.  The Operations Manager reports to the Director.

The Training Officer is delegated the responsibility of overseeing and managing the EMS system's education, training, and quality improvement programs which include verifying and maintaining the clinical credentials of all personnel, development of the system's continuing education, scope of practice, and clinical competency verification.  The Training Officer is heavily involved in the development and review of patient care protocols and oversees the four Field Training Officers' quality assurance, quality improvement, and skills development initiatives. The Training Officer also oversees/facilitates the EMS Peer Review Committee and its processes. In concert with the system's physician medical director, the Training/Education Division reviews care provided by clinical staff for compliance with local guidelines and standards of care. The Training Officer participates in strategic planning and reports to the Director.

The Assistant Training Officer (ATO) position was added in 2011 to provide technical support to the Training/Education Division and the EMS Administrative Team.  The ATO manages the training, clinical, and patient care reporting databases; provides technical support for connectivity and integrating medical equipment, clinical data, and patient care reporting software; and leads the continuous quality improvement processes including providing data and reports to support the EMS Peer Review and Quality Management Committees.

In 1997, after years of service and progressive experience as a Paramedic, Training Officer, and Operations Manager in a nearby county EMS System, Scott accepted the challenging and rewarding opportunity to join the Carolinas HealthCare System in managing Union EMS. In a geographic region with explosive growth, he saw the great potential for continued growth and development of the Union EMS System to better serve the needs of the people in Union County. 

Today, with the number of responses over twice that of 1997, Union EMS EMTs and Paramedics continually advance their education and skills to provide increasing capabilities in the timely delivery of paramedic level advanced life support.

Scott has over 25 years full-time EMS experience and considers himself a lifelong learner. He earned his Associate Degree in Emergency Medical Science from Catawba Valley Community College, a Bachelor's Degree in Health Management from Gardner Webb University, and he earned his Master's of Health Care Administration Degree at the University of North Carolina at Chapel Hill.  In addition to maintaining state and national credentials as a paramedic, Scott is board certified in healthcare management and is a Fellow of the American College of Healthcare Executives (FACHE).

EMS Operations Manager
Tim has an extensive and diverse background in EMS and Emergency Management, having served in a variety of local government capacities including clinician, supervisor, and emergency manager.  Previously working in private industry, Tim has several years of industrial operations and maintenance experience, supplemented by military service experience including tours of duty during the first Gulf War.  

Tim joined Union EMS in 1994 as a paramedic and has served in multiple positions including Assistant Shift Supervisor and Shift Supervisor.  Tim is a graduate of the UNCC Management Institute for EMS and he has served as EMS Operations Manager since 2001. 
Margaret K. "Betsy" Ross

Union EMS Training Officer

Betsy is a charter member of Union EMS who has served our community for nearly 25 years.  As a clinician, Betsy worked first as an EMT and progressed along with the service to EMT-Intermediate, Advanced Intermediate, and Paramedic.  In addtion to her clinical roles, Betsy has served in several leadership roles including Shift Leader, Assistant Shift Supervisor, and Shift Supervisor.  Over the years Betsy has been involved in educating EMTs and Paramedics through Union EMS and the local community colleges in both initial and continuing education programs. 

Betsy earned her Associates Degree in Emergency Medical Science from Montgomery Community College and attended the EMS Management Institute at the University of North Carolina at Charlotte.  Betsy is credentialed as a Paramedic by the State of North Carolina and is also credentialed as a Nationally Registered Paramedic.


Stephen Dean, NREMT-P

Union EMS Assistant Training Officer
Stephen was originally certified as an EMT in 1985.  He began his career with Union EMS as an EMT in 1995 and earned his  Paramedic certification in 1997.  Stephen was promoted to Field Training Officer in 2002 where he served diligently taking on various projects and special assignments until his promotion to Assistant Training Officer in 2011. 

In addition to his leadership roles at Union EMS, he has played an active role as a volunteer fire fighter in his community since 1984.  A certified EMS Instructor, Stephen teaches EMS related classes at South Piedmont Community College.  Stephen is a graduate of the UNCC Management Institute for EMS and he holds an Associate Degree in Applied Science in Biomedical Equipment Technology from Stanly Technical College.  Stephen worked eight years in the Biomedical Service Industry before transitioning to EMS.  Stephen holds an Advanced Class Amateur Radio License and enjoys history and Civil War Reenactments.
